核不拡散・核軍縮に関する国際委員会

ケビン・ラッド豪州首相は、9月25日ニューヨークにおいて以下の声明を発表した。(翻訳・文責：在日オーストラリア大使館)

「日本の麻生総理と共に、核不拡散・核軍縮に関する国際委員会において共同議長であるギャレス・エバンス元豪州外相、川口順子元日本外相と共に行動する委員の顔ぶれを発表できるのを嬉しく思う。

元国家元首や大臣、軍事戦略や軍縮の専門家といったこれら世界中の高名で傑出した各人が、この重要な営みに新鮮で想像力あふれる視点を吹き込むであろう。委員の顔ぶれは以下のとおりである。

本国際委員会の第一回会合は、豪州政府の主催により10月19日より21日までシドニーにて開催される。

本委員会は今後二年間で、核兵器のさらなる拡散を阻止し核軍縮を進める必要性についての国際的議論を再度活性化させると共に、2010年NPT運用検討会議に向けて、またそれ以降の国際的コンセンサス作りを目指すことによりNPTの強化を図るのをマンデートとしている。NPTは核時代における、最も重要で成功した武器管理の手段である。NPTは世界的軍縮努力の土台であり続けているが、しかし一方で北朝鮮やイランといった国々の行動により、より大きな圧力と緊張関係に直面している。

本委員会の活動はしかし、NPTに再び息吹を与えるという根本的に重要な任務に限定されるものではない。本委員会では、どうすれば核兵器を保有するNPT 非締約国を世界の不拡散・軍縮体制に取り込めるかという点を検討する。また気候変動やエネルギー安全保障上の懸念に基づく非軍事的原子力利用の拡大が、拡散リスクの増加に結びつくのを防ぐという重要な課題にも取り組む。

これらはオーストラリアと日本が、核軍縮及び核不拡散という目標を前進させるべく同じ志を持つ国々と共に、主たるパートナーとして共有する目標である。

日本と、そして川口、エバンス両議長と、また委員の方々とこの非常に重要なイニシアチブを前進させる上で共に活動するのを楽しみにしている。」

-　エバンス氏は1984年から1987年までオーストラリア連邦政府資源エネルギー大臣、1988年から1996年まで外務大臣。2000年より国際危機グループ　(ICG)　議長。脅威・挑戦・変革に関する国連事務総長ハイレベル委員会を含む、幾つかの世界的な委員会の議長または委員を務める。

川口順子(日本)(共同議長)

-　川口氏は通産省局長の後、サントリー（株）常務取締役、2000年から2002年まで、日本の環境大臣、2002年から2004年まで外務大臣。現在は参議院議員であり、自民党環境調査委員会委員長。
